Netflix, Amazon and YouTube Team Up on New Streaming Policy Coalition

Netflix, Amazon and YouTube have joined forces to launch a new policy coalition in Washington as the U.S. government takes a closer look at the growing role of streaming platforms in live sports.

Called the Streaming Access and Choice Alliance (SACA), the new group launched on Monday with the three companies as its founding members. The Netflix, Amazon and YouTube coalition will focus on regulatory policies affecting streaming services, particularly issues surrounding consumer choice, access to entertainment and the ability of platforms to invest in programming.

SACA is being led by TechNet, a technology industry trade association. Mike Ward, TechNet’s senior vice president of federal policy and government relations, will head the new alliance.

According to TechNet, SACA will advocate for “technology-neutral policies that encourage innovation in entertainment.” The group is particularly focused on the future of live sports as major leagues increasingly distribute games through streaming platforms alongside traditional television networks.

Streaming Enters the Sports Rights Debate

The formation of SACA comes as U.S. regulators examine whether existing rules governing sports broadcasting remain appropriate in an increasingly digital market.

The U.S. Department of Justice and Federal Communications Commission are currently considering whether the Sports Broadcasting Act of 1961 should be revisited. The legislation provides professional sports leagues with an antitrust exemption that allows them to collectively sell their media rights.

FCC Chairman Brendan Carr has questioned whether the existing framework contributes to more sports content moving behind streaming paywalls.

The issue has become increasingly significant as the NFL, NBA and other major sports properties expand their digital distribution strategies. Technology companies are now competing directly with broadcasters and cable networks for some of the most valuable live sports rights.

All three founding members of SACA already have significant stakes in the sports streaming market. Amazon holds the NFL’s Thursday Night Football package, while YouTube distributes NFL Sunday Ticket. Netflix, meanwhile, has expanded its live programming portfolio with NFL games and other major sporting events.

A New Coalition for the Streaming Industry

SACA is not the first industry coalition created to represent streaming companies in Washington. It is separate from the Streaming Innovation Alliance, which was established in 2023 and includes Netflix, Disney, Paramount, Warner Bros. Discovery, Comcast’s Peacock and other entertainment companies.

While the earlier alliance addresses a broader range of regulatory issues affecting streaming distribution, SACA has a narrower focus on the interests of Netflix, Amazon and YouTube.

The launch reflects the changing position of streaming services within the U.S. media landscape. Once viewed primarily as an alternative to traditional television, streaming platforms now play an increasingly central role in the distribution of live sports and other premium programming.

With regulators examining how the shift from broadcast and cable to digital platforms is affecting consumers, rights holders and competition, the new alliance gives three of the industry’s biggest technology-driven entertainment players a dedicated platform through which to make their case in Washington.
